In 1973, the Minnesota Corrections Department began experimenting with an alternative to incarceration for selected property offenders through the opening of the Minnesota Restitution Center, a limited residential program with 22 beds in Minneapolis. This program provided offenders with an opportunity to make restitution to their victims without any jail service.
